If you own a Xyron Sticker Maker than this can be done very easily. There are different sizes of the sticker makers, so depending on that is the width you cut your napkin, tissue, or wrap (very thin) paper. Run it through the sticker maker and it's ready for use! :)   Some like to use various inks and stamping on Masking Tape for fun decorative tape accents.
